Yes.  If there has been a commit since you checked out, then CVS will not let 
you commit.  The easiest way to remedy this is to issue a 'cvs update' 
command.  CVS will not over-write your changes but will update your sandbox 
with changes committed since you last did a checkout.  To summarize:

$ cd { directory where you checked out the 'website' project'
$ cvs update 
$ cvs commit
