[CLUE-Adm] CLUE proposal

Jeff,

It would be better to hand out her proposal BEFORE we me so that we can
look it over and then be able to talk and decide rather than crunching
it all in the morning meeting.  That way, we can possibly put more
thought into her proposal rather then that day.
