[clue-admin] Please improve CLUE North visibility on first page

Suggestions are always welcome. As it is, there's 2 links, pointing to
CLUE North. There's a prominent CLUE North header in the sidebar. I'm at a
loss for what more to do that wouldn't be redundant with the CLUE North
page itself.
