[clue-admin] CLUE server outage

I'll post an outage to the email lists.  I spoke with Roy and TechAngle is 
moving their hosting to a location in the DTC.  They are currently out on 
I-70 and Peoria.  The T1 connectivity and power to their current hosting room 
is flaky, which is why he wants to move CLUE to the new location.

So, there will be a two hour outage tomorrow, from 3 pm to 5 pm.
