[clue-admin] Cert for TLS.

I notice that we allow TLS to the web server but we don't have a 
meaningful certificate.  Anyone interested in correcting that?

We could get a free one from CAcert.

We could get a cheap one for <$40/yr.

We could make our own CA and issue our own cert.  (I do this with 
openvpn so it isn't necessarily hard, although you can tweak a lot. 
We'd have to keep the CA private key secure and recoverable.  Might be a 
fun chance to look at open source secret sharing programs.)

Anyone here already operate a CA?

I don't think there's necessarily any value in doing this.  But it would 
look more professional, I think.
