[clue-admin] Is CLUE-Announce now "open"?

I think Dave Anselmi was given the ability to post to it because he coordinates the install fests. Maybe he just replied to a message he posted?

Folks: 

I have noticed that it seems that the CLUE-Announce list permits responses on the list itself. I recall where it was the CLUE-DTC and CLUE-North coordinators at one point were the only ones that could post here. Has this changed and if so, why?
