[clue-admin] Is CLUE-Announce now "open"?

I agree that is should be closed. Announcements only. 

I'm not sure if it is a good idea for reply-to to go to the poster. Maybe it would be better if reply-to messages are posted to one of the other lists so everyone can see the post.

I remember as Crawford did, that -announce was closed. I got permission 
to post for installfest a while back. 

It definitely is not moderated anymore. I think it should be (and 
reply-to should go to the poster, not list). 

So either the list admin(s) can make the change through the web 
interface or I can make it through the command line. 

Dennis, when you're satisfied you've heard enough opinions say the word 
and we'll make it happen.
