[clue-admin] Is CLUE-Announce now "open"?

I'm always up for a bit of comic relief.

Anyways, CLUE-Announce is now moderated, except for postings from Dennis,
Zach, and Dave A.

I will note that I don't care much for the way Mailman does this, but
hey, I didn't write any Python code for it.
