Once the headers are installed, they generally stay in sync with the kernel,
so this is not a problem except on initial install.

Also, recent versions of both Ubuntu and Fedora have a great new feature
called dkms that should keep those custom kernel modules, such as those
required by VMWare and VBox, in sync by automatically recompiling when the
kernel upgrades.

Therefore, when you have a Fedora or Ubuntu system properly configured, your
criticism is outdated.  Though it still is that way with many distros (SUSE,
Cent, etc), and used to be that way with Ubuntu and Fedora, that problem has
been fixed in these two distros.
