The article refers to MS's school licensing programs whereby schools can
get discounts on MS products, but only by counting all PCs & Macs, not
just those running the software.

This is similar to RTD's eco-pass.  Companies can get year long passes
to RTD but they have to buy a pass for each employee.  In my office, the
yearly price was less than half of the monthly pass so it was a good
deal even though 20-30% of employees didn't get the montly passes.

So the MS licensing may be a little silly, but cheaper is cheaper.  Who
knows, perhaps accounting for licenses by total machines rather than
installed machines is easier too (it may not be, and that accounting can
be pretty burdensome if you aren't organized).

Of course there's a new Linux motto here: "it doesn't get any cheaper
than this".
