Here is a 160 page DoD PDF document of a study which was
done which outlines the arguments on the continuum between encouraging
or abandoning FOSS within the DoD.  Their arguments are valid.

What this document also shows is that FOSS is more prevalent in the IT
world than most business people (read PHBs) are aware of since the
Internet was
originally designed by the DoD's DARPA.
