Hi Zonker,
You could try Hurricane Electric. I've experienced (that is, actually
noticed) about 60--90min of total downtime during the past 12 months. I
can't say thats great (it isn't) but their terms:

are fairly competitive and they do offer all the services that you
mentioned including SSH for $10/month.
The downtime that I have experienced from them has typically been a
5--10min interruption usually associated with a reboot. They are good
about answering their phones and sending me follow-up emails when I
complain. Since going with them in 1999, I've never experienced a
downtime period lasting more than 30--45min.
