I know exactly what you mean.  I recently graduated from the mess known 
as the Aurora Public Schools.  I've always enjoyed learning, so I 
usually managed to communicate with my teachers through something other 
than classroom time.  I have the feeling that many teachers are barely 
able to function in their environment these days, but they seem (to me) 
to be coping by playing favorites.  It's probably not the best way to 
go, but when 80% of your students don't listen, you try to keep that 20% 
from falling victim to peer pressure any way you can.
