[CLUE-Talk] create mask for a directory?

Well you could change your own mask, but that would affect all of your 
files, not just mutt.  I'm not sure, but you might be able to do this by 
making the directory world-readable and setting the the setuid, setgid, 
and/or sticky bit on it.
