One thing that was different about Denver and Salt Lake city (SLC) is that I-25
Also had other things going on at the same time. 

SLC was widening the highway. 

Denver Was fixing problems that had existed for decades. Remember lake logan?
Adding trains down I-25. Fixing bridges, adding pedestrian bridges. 

I don't know if SLC had to deal with neighborhoods that bordered the highway or
not.
