Hi Jed,

Do you mean:
 - "create RPMs just for your own systems", or
 - "create RPMs that will become part of Fedora" ?

For the former, there are a number of ways including even the mostly
automated (some would say very-cheap-and-dirty) "checkinstall" method:

  http://asic-linux.com.mx/~izto/checkinstall/index.php

to help you quickly create RPMs for your own purposes.

If you'd like to become a packager for Fedora (and thereby share the
cool packages that you create on a world-wide scale), then there is a
volunteer project called Fedora Extras:

  http://fedoraproject.org/wiki/Extras

dedicated to packaging basically everything that people are interested
in (and that has an acceptable license) that doesn't already exist in
Fedora Core. Participation in Extras is open to everyone and the
process (how to create packages, submit them for reviews, builds, etc.)
is pretty well documented at:

  http://fedoraproject.org/wiki/Extras/NewPackageProcess

And even if you don't want to join in the Extras project, their
documentation still provides lots of good advice on how to create
high-quality and maintainable RPMs:

  http://fedoraproject.org/wiki/Packaging/Guidelines
  http://fedoraproject.org/wiki/Packaging/ReviewGuidelines

that are maximally compatible with Fedora.

Hope that helps!

Ed
