Some sort of all in one client side only application?

If you are looking for an access replacement, the new OpenOffice.org
includes a "Base" program which is a client database program that does
run on Windows.

Anything specific that's a client only thing?  Nope, I don't know of
anything like that.  Distributed web based all-singing-all-dancing
sure, there's plenty of things that could be used in that way that
would work on MSWindows.
