In principle I have some issues with this position. Theoretically, We 
the People should be able to *constructively* influence a bill, and the 
best time to do that is when it's in committee.

In practice, though, I suppose you're right, since the best citizens can 
usually do is to kill legislation we don't like. <sigh>
