Laws and powers created for one purpose are often utilized for other
purposes not intended by their creators.  And the people who do so might
not be as noble in their intentions.  Some laws and powers should always
have a limited lifetime, but people often try to get them removed.

Since you mentioned Jefferson, "The price of freedom is eternal
vigilance."  Sometimes the enemy is not external, but internal.
