Can't help with the kweather applet, but here's an interesting
sidebar.  As a brief change-of-pace exercise, I had students put the
gnome-weather applet in their panel for the city where they were born.
The surprise is how many different cities there were.  We had a
virtual Weather Channel map.  Everyone was from somewhere else. 
About the only way to get Denver weather was to open the window.
