Technically, no, HTML is not a page layout language.  However, you can 
imbed CSS into your page and precisely control the layout.

My advice - Use Star Office.  It is not as bloated as you may think - 
yes it takes time to load.  Soon, Open Office will be released and each 
office program will be separated, so it will (hopefully) use less 
resources.  Finally, how about buying a stick of RAM?  It's really 
cheap these days!
