I'm not so sure this is a KDE problem -- I would say it is a
distribution problem.  I use Debian.  Updrade KDE is snap -- and so is
upgrading Gnome, Blackbox, glibc, gcc...  Upgrading with apt-get is a
snap, for *any* package that has a .deb.  Auto updates could be built
into the system, but this seems a bit like a violation of the 'mechanism
not policy' philosophy of X, and Unix in general.  The problem you speak
of seems to really be a problem of the Redhat Package manager.
