As you point out further on, adding security adds complexity.  What you mean
is that there isn't a way around someone having access to everything _at an
acceptable level of complexity_.  You can bet that on a ballistic missile
submarine there isn't *anyone* who has access to all the pieces needed to
launch a nuclear missile.  Or to prevent a launch, for that matter.
