[CLUE-Tech] rpm incremental upgrade?

I'm trying to upgrade modutils so that I can make modules_install kernel
2.4.1, but I can't upgrade modutils because I get rpm errors like: 
"only packages with major numbers <= 3 are supported by this version of RPM"

So I tried to upgrade rpm from 3.0.3 to 3.0.6 and got the same error: 

root at gerakina ed]# rpm -ivh rpm-4.0.1-1.i386.rpm 
only packages with major numbers <= 3 are supported by this version of RPM
error: rpm-4.0.1-1.i386.rpm cannot be installed
[root at gerakina ed]# rpm --version
RPM version 3.0.3
[root at gerakina ed]# 

So I decided it needed a less drastic jump in version numbers but it still
failed: 


[root at gerakina ed]# rpm -ivh rpm-3.0.6-5x.i386.rpm 
error: rpm-3.0.6-5x.i386.rpm cannot be installed
[root at gerakina ed]# 

So what's up with this, and how do I upgrade rpm and modutils, binutils,
etc.
