Not that I usually admit to using MS products, but....I've done this
before (even used a penguin doing backflips).  If you turn on active
desktop, you can point your Wintendos desktop background to a webpage.
You can probably point it to a local file, although the gif I pointed it
to actually was on a website.

Okay, now back to the wonderful world of Linux...
