Shouldn't doesn't mean you can't.  I believe in Linux what tty's you
can login in as root with is controlled by /etc/securetty, in Solaris
it's /etc/default/login.  If you're going through an uncontrolled
networks, definatly use ssh.   

On a side note, is there a secure way to do ftp?
