Any browser with JavaScript disabled will be immediately redirected to
http://www.gateway.gov.uk/html/bad_browser.asp.

This file gives the information about which browsers they support and which
they don't.  I imagine that NN 4.x with 128-bit encryption, cookies enabled,
and functional JavaScript would work, even from Linux, though they don't
mention it specifically.
