which means to relay anything that is local host.
add the IP and domain you want to allow to relay : 
such as
# by default we allow OKing from localhost...
localhost.localdomain           OK
localhost                             RELAY
123.45.67.890                   RELAY
techangle.com                    RELAY
then do a make clean, and make - it should create a access.db file 
you will need to fully kill any sendmail processes and then restart.
