[CLUE-Tech] Modem puzzle?

Howdy --
This one is a bit of a puzzlier?
I configure my trusted Slackware box with a nic card (eth0) for 192.168.1.1
No problem, it cames up after reboot. 

Then I pulled the nic card an put in a modem, which has the same IRQ  but
different I/O, but when I reboot it ifconfig still shows eth0 as being there?

Does it think that the modem is a nic card?
