Could be a relay going bad, which, if outside the picture tube might not 
be hard to replace.  But you'd probably have to do it yourself.

ESR wrote the video timings HOWTO a long time ago.  It was a great 
tutorial on how CRTs work.  I don't see it on his site any more but 
there seems to be a copy here:
