A followup question. The docs seem to imply that ntp will keep an eye on
the clock, even when ntp servers aren't available, and tweak as necessary,
or am I misreading that?

Depending upon the above, maybe I should start the ntp daemon in my
ppp/ip-up.local and stop it in my ppp/ip-down.local scripts? Or is there
just no reason to be that strange?
