Good for you--being a conscientious admin!

I'd add two things to your list, if possible:

  1) Do you have an extra IP address on that connection so you 
     can you set up the new box as a "demo" server first?

  2) Give the users plenty of warning and, if possible, have them 
     test their custom stuff on the demo box.

If the new "demo box" works well, then after a few days (weeks?), you
could just swap the IPs late one night and, with luck, it will all go
smoothly.  And if give your users some warning, I bet they'll be more
forgiving of any problems.
