Just as a dumb question, have you tried:

  rpm -U bind-9.2.1-0.7x.i386.rpm bind-utils-9.2.1-0.7x.i386.rpm

Often, the apparent circular dependency issue is solved by installing
several packages at once. I've done this often with Gnome stuff.--
