That's not so bad.  My office is looking at moving 14,000 people to
exchange, with a bill of $13 million.  That includes hardware and
software, but not licenses.  Remember that this will take a farm of 90
NT servers to run exchange for that many people, each with 15,000 CAL's
(so that a particular person is not tied to a particular server) for
load balancing.
