Has anything on your end (exim.conf, firewall, network connectivity) 
changed?  If not I would say the issue is on O'Reilly's end.  They only 
have the one mail server listed, perhaps it's (or the network is) 
overloaded.

I don't see anything about timeout settings, this may just be the 
underlying tcp timeout.
