Finally, I got back to this problem.  Telnet, as Dave described, is included 
in the 'inetutils' cygwin package.  It is not enabled by default.  I 
installed this and so I am using a cygwin telnet, rather than the one from 
Bill and Co.  The cygwin telnet works.
