I get consistently good results from this mirror:

ftp://ftp-mirror.internap.com/pub/debian/

There is also a program you can install after you get Debian up and
running, called apt-spy.  It will download a list of mirrors, and test
the bandwidth from those mirrors.  It will then give you a report of the
10 (or some #) fastest ones.
