The zip file tkdiff_3_09.zip that I just downloaded contains one file,
tkdiff.tcl . tkdiff.tcl compares identically to the tkdiff file my
SuSE linux box has in /usr/X11R6/bin/, which I have used extensively.
I conclude that the .exe file mention is spurious - you only need it if
you run some kind of weak, irregular Windows-style OS.
Download, unzip and install, then give it a try.
