I have not heard of this program, but here's their blurb:

development tool for Colorado's technology community by creating a 
clearinghouse of information and by creating forums for industry and regional 
groups to affect policy and priorities at the federal, state and local 
levels.
 
Catalyst for Creation:
 
The CTA was created by Governor Bill Owens through the Governor's Office of 
Innovation and Technology and the Governor's Commission on Science and 
Technology to facilitate economic growth and collaboration within Colorado's 
technology community.
