Unless something has radically changed since I left Qwest a year ago
(read: competitors have since laid thousands of miles of their own
cable), the answer is yes.

You don't get local phone service in the US without the regional RBOC.
Covad et al simply lease Qwest lines.

Some companies, however, will "hide" their interface with Qwest. I don't
mean they are trying to deceive in anyway, rather they will take care of
dealing with Qwest for you.  So you don't have to worry about talking to
them.
