[CLUE-Tech] scp and disparate transfer rates

I've got two boxes on a lan A and B.

When I use scp to push a file from  A to B, it takes 2 seconds.

When I pull that same file from B to A, it takes 4 minutes.

Any clues as to what might be the cause?
