I have not tried the FCC yet but the equipment past the smartjack is not
Qwest's, it's my competitors, hence the problem.  I will look into the FCC
though, can't hurt.

I was under the impression that the tele market was open to any competitor
and 
I thought that anyone can piggy back on Qwest's equipment?

Am I missing something?


Have you tried to file a complaint with the FCC?
