I don't think this will ever happen or should happen.  You would need a W3C
agreement on it and that seems unlikely since the _blank and client side
settings can do the same thing.

Mozilla can do that.  ctrl+click opens a link in a new tab.  You can also use
TabBrowser Preferences or TabBrowser Extensions (TBE).

Yes, I believe the Preferences has a basic version.  TBE also has a "only open a
new window when I ask for it" which is super nice.
