Yes, I saw that.  And RFC 3676 which obsoletes it.  But those are about 
parameters for the text/plain media type.  They mention the convention 
(just like many FAQs on good net behavior).  But I would say the sigdash 
is standardized by widespread usage rather than by an RFC, which is why 
I didn't mention the RFCs.
