Is the machine the VNC is being displayed on a Windows box or Linux box?
If you are VNCing to a linux box and using VIM, I believe there are
options to make it redraw the screen more aggressively/less aggressively
depending on your line speed (useful over very slow modems).  I'm not
sure if this is the sort of thing you are looking for...
