According to the Filesystem Hierarchy Standard, which many distros 
adhere to, lock files should be placed in /var/lock.  When the system 
is shut down, the shutdown scripts *should* delete any lock files in it 
before power-off.  That way, upon reboot you don't have any stale 
locks.
