I think that's some baggage from UUCP days.  Seems like that kind of 
device locking is rare these days.

FWIW, mailman on Debian puts its locks in /var/lock.  I'd say that's 
what you want.  How you arrange the permissions depends on how procmail 
writes/rewrites it's locks.
