I've translated the ogg files to wav, played them to make sure they're normal sounding then used sox again to make the cdr files and I still get the garbled crap. I've coastered about 6 cds (I don't think its the media, I've used Memorex for a few years now to make reliable data and audio cds).

Well, I've sorta solved the problem.

cdrecord -pad -ignsize -raw96r -speed=4 dev=ATAPI:0,0,0 *.wav

did the trick for me with only a few hitches. On my Linkin Park - Hybrid
Theory cd, it can't handle 4 tracks, on my Nickel Back - Silver Side up cd
it can't handle track 8 (it burns but won't play once finalized even though
the other tracks play fine). I've tried reconverting the ogg to wav (the
oggs are vbr and average a br of about 450kb/s so its definitely still cd
quality stuff) with no change. I've also dropped the -pad option with no
change. Thoughts?
