I looked into this recently and the advice I found was for younger than 
12, use logo (you know, the kids' turtle language).  For 12 and up, 
Python.  There was a guy who had a (on-line) book on learning to program 
with pygame but I can't find it now.  There are a huge number of how to 
sites for Python though.

I have an 8 year old and logo is good because the turtle is interesting. 
  I expect it will keep her busy for a while, by which time she'll be 
ready for Python (or whatever I happen to be fond of at the time).
