I've seen this on several AMD boards from ECS.  But when the capacitors 
go they let the smoke out of the power transistors in the MB's voltage 
regulator.  Nothing intermittent about it.  I've used Dell boxes 
(workstations and 1-2U servers) through that same period and never seen 
them have that problem.
